The 2026 edition asks questions in six process categories, Leadership, Strategy, Customer, Organizational Intelligence (the category previously called Measurement, Analysis and Knowledge Management), Workforce and Operations, and then evaluates Results. Its major change is structural: rather than presenting one standard every organization is measured against, the 2026 revision defines three Maturity Pathways that build on each other, Establishing (Operational Awareness), Developing (Process Discipline) and Maturing (System Integration), so an organization can start at the level it is actually at. The honest reading of this table is that the last row is not a substitute for any of the others, and does not try to be. If you want a Baldrige score, a Baldrige feedback report, or the award, you need the framework and the award process, and nothing self-serve replaces an examiner. What this fills is the gap before all of that: the framework asks whether your workforce is engaged, whether your processes are managed rather than improvised, and whether your data and technology support the work, and most organizations reach for those questions with opinion instead of measurement. Evidence before the framework, not after

The reason a first Baldrige workshop stalls is almost never the framework. It is that the Leadership, Workforce and Operations questions ask for evidence about how the organization actually behaves, and nobody has measured it. Scoring those conditions first turns the workshop from a guessing exercise into a review of data.

Aimed at the Establishing pathway

The 2026 framework acknowledges that most organizations are not ready to be measured as a mature system, and defines Establishing (Operational Awareness) as a legitimate place to begin. Knowing what work is done, what matters, and what should be measured is exactly what a scored diagnostic produces.

Baldrige is not comparative. Its scoring rubrics rate the maturity of your processes and results, not your standing against peers, and that is a deliberate design choice. Decide whether you are self-assessing or applying

These are different projects with different costs. A self-assessment is internal, uses free or low-cost material, and is judged only by whether it changes anything. An award application is an examined submission with published fees and a defined cycle. Most organizations should do several years of the first before considering the second.

The 2026 framework offers Establishing, Developing and Maturing. The temptation is to start at the level you would like to be. Teams that pick the pathway matching what they can actually evidence get a usable result, and teams that overreach produce a document that flatters and helps nobody.
