Level 3 is defined, where processes are documented and followed across shifts and sites. Level 4 is measured, where decisions run on data that people trust. Level 5 is optimizing, where improvement is continuous and systemic rather than project-driven. Most manufacturers sit between 2 and 3 and describe themselves as 3 to 4.

Readiness is organizational. A plant with excellent equipment and no process documentation will implement a smart manufacturing platform and get an expensive record of an undisciplined process.

The platform ships, the two people who understood it leave, and the plant reverts to spreadsheets within a year. The third is data trust. If production staff believe the numbers are wrong, they keep their own records and the dashboard becomes decoration.
